Neither. It's an F major chord. Here are the chords formed by triad harmonization of the D minor scale/key.

D minor - i chord
E diminished - ii dim chord
F major - bIII chord
G minor - iv chord
A minor - v chord
B-flat major - bVI chord
C major - bVII chord
