Bagpipes Tone?

I was listening to the song, "In a Big Country" by Big Country, and was enamored by the solo where he used his guitar to simulate bagpipes! I was wondering if anyone knew exactly how to do this. I heard that it can be done using an eBow, but I also found a video where a guy really made it sound like Bagpipes from the mother country (view video here)
