Are these tabs right? Rusty Cooley

I finally found some tabs for Rusty Cooley's "Under the Influence" but Im not sure if they are right. The section Im concerned about is half way down page 3 to the end of page 4. When he starts in with the 10-13-12-13-10-.... Im linking the place to download the tabs, plus a youtube video of the song. The video starts this section at 1:12 and ends at 1:55.

I have 2 questions sort of:

1) If the tabs are right (they sound right to me) are they in the propper tuning? Sounds to me like it should be 9-12-11-12-9...

2) At the top of page 4 (1:32 in video) I can't tell if he is playing the way the tabs are writen, or if the tabs are even right. Its too fast for me to hear single notes and check if he is playing it the same way its writen.

When your ear leads you to move everything 1/2 step down to sound correct with the recording, you can be almost certain that the tuning is lowered 1/2 step. It is very common.
As for note per note speed flurrys, you may have to wing it, especially with the filler of synthesized mods.
