Im trying to write a couple punk songs but apparently anything is pop-punk today... so what does it take for a punk song to be "punk" if it punk still exists. could anyone give me some good lyric topics or a nice power chord progression (seeing as punk songs are powerchord heavy)

You have to listen to punk like Green day when you listen to some of there songs you will notice it is a little bit of metal twisted with a little bit soft rock but when you get the song then you can do more complicated stuff like play scales with it. instead of just chords. :D

Punk is a dead movement, but if you want to be punk, check out the old-school punkers (or the last decent punkers as I prefer to call them):

Ramones, Dead Kennedys, Dropkick Murphies, The Melvins, The Clash, Anti-Flag, Bad Religion, etc.
I want the bomb
I want the P-funk!

My band is better than yours...

If you want to avoid "pop-punk", try listening and learning songs from the "origins" of punk (this could be fun!); the likes of The Sex Pistols, The Clash, The Ramones, (anyone care to name the one's I've missed?).
Checking out some of the bands that influenced your favorite artists is also a good way to get an idea of where they're coming from. It'll also give you an idea of the typical lyrical content and chord progressions.

Saying that, I don't think punk is really something that gets taught or necessarily has a right or wrong way of going about it - it just sort of happens...it's not meant to be slick, it's a reaction to something - in THIS posters opinion (how's that for covering your back? :p).
