Rasquado is in my opinion one of the easyest techniques on classical guitar and it didn't took me long to learn. The main problem is bringing your pinky back soon enaugh for another strum. Just practice without guitar like someone already told and make all moves as even as possible and you should get it. Also you can try some easy classical songs like Solares(dont know the composer right now but I can look it up).
