1. What chord is right before & after this chord?
2. What's the overall progression of the section?
3. Most importantly, what are the melody notes over this section?
In my experience, one of the biggest reason people have trouble composing & arranging is that they are unclear about voice leading. Specifically about how the melody interacts with, suggests or reinforces harmony (chords). And conversely, how to reharmonize a melody, to use a variety of chords over the same melodic phrase.
