My favorite guitarist would have to be #1 Slash, #2 Eric Clapton, #3 Johnny Marr. Bands: Disturbed, Modest Mouse, and Papa Roach.

christopher bradley, paul waggoner, mathew mills and erik mongrain, check out the latter two on youtube! mathew mills is by far the best sweeppicker ive ever seen and erik mongrain is just like,holy crap

i like buckethead, from first seeing him play in rio to now is amazing he creates so much and it never sounds the same (except i would say his solos do have the same speed :p) he is so versatile...

My favorite is Alexi Laiho from Children of Bodom. I love his complex shredding riffs, plus I don't think he overdoes it like Yngwie Malmsteen.

Re Mathew Mills, that guys sweep picking is unbelievable, definitely the most complicated, difficult and insanely fast I have ever seen. Problem is that he has gone into the realm of Nintendo. There's a threshold where speed and musicality start to seperate and for me Mills spends too much effort playing arpeggios as fast as humanly possible rather than using them sparingly with much greater effect. Excellent technique though. Another really fast guy is Fransesco Farrera - very boring and lacking feeling though -somewhat like Mills. Check out David Valdes on youtube, extremely fast when he wants to be but he has one of the best ears for melody out there - currently one of my favourite guitarists.
