I am not certain the idea that you are trying to convey. There are very few people who have absolute pitch. I have read that most people can match pitches to 3%, and a seasoned musician may match a pitch to within 1%. The following link contains 3 pitch comparisons with 1 cent, 6 cent, and 10 cent intervals. ( I couldn't destinguish the difference at 10 cents)

Now with all that said, I can hear the subtle difference in tuning down 3,6,4,8,10,12 from high to low string IMHO does sound slightly better balanced harmonically. You will initially hear the difference and may even sound a little off at first, but you may just find that you like it.

On tuners, Peterson strobe has been the gold standard for like, forever. If you are going to spend some money on a tuner, that might be your best bet.
