I believe that it's when someone intentionally goes against God, especially if they feel no remorse and do not seek forgiveness. I won't pretend to be some kind of religious expert, that's just my take on it.
And if that's the case then no one holds any stance that allows them to believe someone else is wrong with their beliefs.
